| Procurement Council Description |
|
Responsibilities: The Council is established under Article XI, Section 161 of the State Finance Law. The Council is responsible for study, analysis and development of recommendations to improve State procurement policy and practices; and, for development and issuance of guidelines governing State agency procurement. Membership: The Council consists of twenty members including the State Comptroller, the Director of the Budget, the Chief Diversity Officer and the Commissioners of Economic Development and General Services whom serve ex-officio; seven (7) heads of large and small state agencies appointed by the Governor; and, eight (8) at large members appointed as follows: three appointed by the temporary president of the senate, one of whom shall be a representative of local government and one of whom shall be a representative of private business; three appointed by the speaker of the assembly, one of whom shall be a representative of local government and one of whom shall be a representative of private business; one appointed by the minority leader of the senate; and, one appointed by the minority leader of the assembly; and two non-voting observers appointed as follows: one appointed by the temporary president of the senate and one appointed by the speaker of the assembly. By statute, the Commissioner of the Office of General Services serves as chair of the Council. Meetings: The Council meets quarterly. Comments/Recommendations: In September 2009, the Council issued new procurement guidelines governing State agency procurements and in 2009-2010 the Council updated the majority of the procurement bulletins governing specific areas of procurement policy and practice. The Council continues to update and add to the guidelines both to reflect statutory changes and to improve procurement practices.
